The bill (Reg. No. 2713) was elaborated in order to create additional conditions for preventing violation of constitutional rights and freedoms of a human and citizen on the part of judges, prosecutors and investigating officers and warning these officials against such actions by abolishing “privileged” pension insurance and recalculation of pension on general basis even if it has been a long time since they have violated constitutional rights and freedoms of a human (including after limitation period for holding criminally liable expires).       

Thus, people’s deputies believe that the suggested creation of additional conditions for preventing violation of rights and freedoms of a human and citizen on the part of judges, prosecutors and investigating officers is based on the constitutional principles.
